The Better Business Bureau issued a warning about providing your credit card number to anyone representing themselves as a representative of Indiana's No-Call-Telemarketing list. 

The BBB reports that some residents have been contacted and told that they have been removed from the No-Call list, and that they owe a fee to be put back on the list.

This is a scam.  There are no fees associated with the No-Call list.
